Situation Analysis
· The Health Transformation Program has increased the quality of services and access to heath care considerably. In this regard, improvements have been achieved in several areas including family medicine, maternal and child health, in the number of hospitals and beds, health professionals, preventive care, institutional organization, prevention of communicable diseases and patient rights.
· These improvements have certainly reflected positively on main health indicators such as reduced maternal and infant rates and increased life expectancy at birth. Between 2002 and 2011, the number of healthcare visits per capita rose from 3,2 to 8,2, number of health professionals from 378 thousand to 670 thousand and immunization rate from 77% to 97%. Consequently, satisfaction with health services increased to 75% in 2012.
· Legislation was developed to use the public-private partnership (PPP) financing model in health investments in addition to public resources. The process for building medical cities starting from major provinces started in 2013 using PPP. The total bed capacity of these hospitals are nearly 30 thousand.
· There is a need for continuous improvement in protective and preventive care, performance-based supplementary payment system, referral chain and health workforce for higher quality and more cost-effective care delivery.
· The existing programs and action plans to address physical inactivity, obesity and tobacco use need to be strengthened and implementation should be more effective.
· The share of public health expenditures in GDP rose from 3,8% in 2002 to 4,2% in 2012. Public health expenditures may be expected to increase more due to aging population, advancements in health technologies and rising demand for better quality of care.
Goal and Objectives
· The goal is to increase the quality of life and life expectancy of citizens and help them participate in social and cultural life as active and healthy individuals. For this purpose, it is essential to have an accessible, quality, cost-effective and sustainable healthcare delivery supported with policies driven by data and evidence.
Policies
· Develop preventive care services for individuals' complete physical and mental state of wellbeing with a multisectoral approach in order to address individual, social, biological and physical environments.
· Promote healthy lifestyles and deliver more accessible, relevant, effective and efficient healthcare.
· Develop approaches which address the effectiveness of clinical interventions and safety and satisfaction of patients and providers.
· Develop a patient referral which supports sustainability of care and enhances effectiveness of secondary and tertiary care.
· Raise awareness of health professionals and citizens on rational drug use and control quality, utilization and cost-effectiveness of drugs and medical devices.
· Increase the quantity and quality of health workforce by taking account of demographic trends and new professions that might be required in the long term.
· Clearly define roles of university hospitals in training & research and care delivery and introduce reforms which will maintain financial sustainability of hospitals and enable high quality medical education and innovative research.
· Set quality and safety standards on treatments, herbal products and providers involved in complementary medicine and put controls in place in this field. Integrate complementary medicine into medical education and healthcare practices and support scientific studies in this field.
· Raise awareness of consumers regarding adequate and balanced eating habits. Expand consumption of animal and water products.
· Ensure generation of standardized, high-quality and internationally comparable data in order to develop health policies driven by evidence based data.
